Burnley Station Accessibility Upgrade Delivers Safer, More Connected Passenger Experience

Metro Trains Melbourne (MTM), on behalf of the Department of Transport and Planning (DTP), delivered the Burnley Station Accessibility Improvements Project to enhance accessibility, safety and passenger amenity throughout the station underpass and ramp network.

The project was developed in response to increasing passenger demand associated with the relocation of approximately 3,000 Australia Post employees to the adjacent corporate headquarters on Swan Street, Richmond.

The project focused on delivering practical accessibility improvements that could be completed within an operational rail environment without requiring rail occupations, while improving compliance, wayfinding, passenger comfort and security throughout the station precinct. The works were concentrated on the station underpass, platform access ramps, connections to Swan Street, Madden Grove and the Australia Post development.

The Contractor was engaged to undertake all civil, structural, electrical, communications and associated construction works required to deliver the accessibility improvements. The works included the provision of labour, supervision, plant, equipment, materials, testing, commissioning and all ancillary services necessary to complete the project in accordance with Metro Trains Melbourne standards, project specifications and relevant Australian Standards.

All works were undertaken within a live metropolitan rail environment and carefully staged to minimise disruption to passenger movements, station operations and rail services. The completed works significantly improved accessibility, visibility, passenger safety, wayfinding and overall station presentation while enhancing connectivity between Burnley Station and surrounding commercial developments.

Scope of Works

The Scope of Works included, but was not limited to:

  • Replacement and upgrade of approximately 420 metres of handrails and kickplates throughout the station underpass and ramp network, including associated drainage improvements and replacement of selected drain covers.
  • Supply and installation of compliant LED lighting infrastructure throughout the underpass and ramp network, including replacement of existing wall-mounted and pole-mounted luminaires and installation of new lighting assets.
  • Surface preparation, patch repairs and repainting of underpass walls, ceilings and ramp structures, including cleaning, degreasing and corrosion treatment works across approximately 920 square metres of surface area.
  • Installation of new CCTV surveillance infrastructure, including vandal-resistant dual-head cameras, communications cabling, conduits and associated security systems to improve passenger safety and visibility throughout the station precinct.
  • Supply and installation of updated wayfinding signage, directional signage and behavioural signage throughout the underpass and ramp network to improve passenger navigation and accessibility.
  • Resurfacing and rehabilitation of selected ramp and landing areas, including asphalt repairs, tactile ground surface indicators, patch repairs and accessibility upgrades.
  • Replacement of non-compliant passenger seating within waiting rooms and platform areas, including provision for wheelchair and mobility aid parking spaces and associated line marking.
  • Replacement of blind-corner mirrors and integration of visibility improvements with the upgraded CCTV system.
  • Minor civil works including replacement of damaged concrete pit lids, relocation of existing furniture, bins and vending machines, and associated station amenity improvements.
  • Testing, commissioning, quality assurance, asset integration, as-built documentation and handover activities required to achieve practical completion and asset acceptance by Metro Trains Melbourne.
