V/Line Regional Stations Get Major Boost in Staff Amenities and Passenger Accessibility

Essential Staff Amenities Upgradation (ESAI) & Disability Standards for Accessible Public Transport (DSAPT) Improvements Project

Everon Infrastructure has been engaged by V/Line Corporation (V/Line) to deliver critical staff amenities and accessibility upgrades in line with the Disability Standards for Accessible Public Transport (DSAPT), while refurbishing the staff amenities to improve workplace conditions and support operational needs across five regional railway stations: Seymour, Ballan, Castlemaine, Caroline Springs, and Clarkefield.

The scope of works varies at each location and includes the upgrade and construction of compliant access ramps, staff office, accessible toilets, and ticket counters, all aimed at improving station accessibility for passengers and staff with disabilities and enhancing the overall passenger experience.

As the appointed contractor under the V/Line, we are responsible for managing and delivering all aspects of the works. This includes site-specific requirements, managing access constraints, fabrication and installation, coordination of service locations, and provision of temporary customer toilet facilities where required. All specialist subcontractors engaged on this project are subject to V/Line’s prior approval in accordance with contractual requirements.

This project represents a significant investment in enhancing working environments across  the V/Line’s network, making V/Line network more inclusive and accessible, and we are proud to contribute our expertise and commitment to safety, compliance, and quality delivery.

Project Scope & Highlights

Clarkefield Station

  • Provision to alter the existing space to accommodate new staff water closet, kitchenette and desk area.
  • Construction of unisex staff toilet with basin and hand drying facilities.
  • Construction of staff kitchenette and associated fittings.
  • Supply and installation of all fixtures and appliances.
  • Supply and installation of new lights including associated hardware and fittings.
  • Supply and installation of the mechanical ventilation for the new staff toilet and the air lock is to be provided.
  • Reinstatement and make good all penetration including capped, sealed and weatherproof to be match the existing.
  • Upgradation of existing ticket counter with a DDA compliant ticket counter as per the design drawings.
  • Construction of DDA compliant access ramp and all associated works as per the design drawings.
  • Raise the levels of existing Myki machine and the canopy.
  • Installation testing and commissioning of automatic sliding doors and associated works.
  • Due to the poor condition of the existing sub-floor structure, GRA has carried out sub-floor strengthening works under the building (ticket office area, and waiting room). This includes:
    • Temporarily propping the buildings during construction.
    • Demolition and removal of the damaged, rotten sub-floor structure.
    • Construction of new concrete footings and the installation of structural steel framework.
    • Installation of new timber floor bearers, joists, and floorboards, as per the provided IFC drawings.

Seymour Station

  • Coordinating with V/Line and relevant authorities to ensure compliance with the Heritage Victoria permit and other statutory requirements.
  • Developing construction staging plans to minimize disruption to station operations and ensure continuity of service.
  • Site establishment including secure compound setup, temporary facilities, and environmental protection zones.
  • Demolition and removal works, including relocation of lockers, removal of internal doors and fixtures, and conversion of existing rooms.
  • Construction of a self-contained locker and change room pod within the heritage-listed dining hall, using self-leveling materials to preserve the existing timber flooring.
  • Installation of new furniture, workstations, vinyl flooring, and internal modifications in accordance with design specifications.
  • Electrical upgrades including installation of LED lighting, emergency luminaires, power outlets, data points, and switchboard modifications.
  • Mechanical works including ceiling cassette A/C units, condensers, and mechanical ventilation systems.
  • Hydraulic services including installation of new sinks and connection to existing plumbing infrastructure.
  • Implementation of traffic and pedestrian management plans to ensure safe access and minimal disruption.

Ballan Station

  • Provision to alter the existing space to accommodate new staff water closet, kitchenette and desk area. 
  • Supply and installation of partition wall in accordance with the design drawings and specifications. 
  • Construction of unisex staff toilet with basin and hand drying facilities. 
  • Construction of staff kitchenette and associated fittings. 
  • Supply and installation of all fixtures and appliances. 
  • Supply and installation of new lights including associated hardware and fittings. 
  • Supply and installation of mechanical ventilation for the new staff toilet and air lock is to be provided.
  • Reinstatement and make good all penetration including capped, sealed and weatherproof to be match the existing. 
  • Due to the poor condition of the existing sub-floor structure, GRA has carried out sub-floor strengthening works as per the provided IFC drawings. This includes:
    • Demolition of existing damaged floor and sub-floor structure in ticket office and waiting room areas
    • Excavation and removal of 150mm top soil to expose sub-grade
    • Supply and install stabilised sand sub-base and installation of under floor insulation
    • Construction of new concrete base slab

Castlemaine Station

  • Upgradation of existing ticket counter with a DDA compliant ticket counter and associated works as per the design drawings.
  • Upgradation of existing toilet and all associated works to comply with DDA standards as per design drawings.
  • Installation testing and commissioning of automatic sliding doors and associated works.

Caroline Springs Station

  • Upgradation of existing ticket counter with a DDA compliant ticket counter and associated works as per the design drawings.
  • Upgradation of existing toilet and all associated works to comply with DDA standards as per design drawings.
  • Installation testing and commissioning of automatic sliding doors and associated works.

This project has successfully delivered upgraded, accessible, safe, and modern facilities across Ballan, Castlemaine, Caroline Springs, Clarkefield, and Seymour stations, significantly improving the day-to-day working environment for on-site personnel and travel experience for passengers with disabilities. Through the delivery of ESAI & DSAPT-compliant upgrades, Everon Infrastructure is proud to have contributed to a more inclusive public transport network. The works were completed on time and to a high standard, with a strong commitment to safety, quality, and compliance throughout every stage of the project.
